A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO, ARKANSAS TO AUTHORIZE THE GRANTS AND COMMUNITY DEVELOPMENT DEPARTMENT TO APPLY FOR THE ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT (EECBG) FROM THE U.S. DEPARTMENT OF ENERGY (DOE)

WHEREAS, the 2021 Bipartisan Infrastructure Law (BIL) has allocated Jonesboro, Arkansas $137,970 through the Energy Efficiency and Conservation Block Grant (EECBG) program managed by the U.S. Department of Energy (DOE); and,
WHEREAS, DOE is now accepting applications to identity projects to be funded; and,
WHEREAS, the city requests the $137,970 in federal funding with no local match requirement; and,
WHEREAS, funds will be used to complete an energy audit of the municipal center, replace existing street lights with LED street lights, and to grant monies to non-profit organizations to retrofit their public buildings to increase energy efficiency; and,
WHEREAS, the city is requesting 10% of the funds for administrative costs.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS THAT:
SECTION 1: The Jonesboro City Council supports an application to be submitted to DOE for the EECBG program for the aforementioned activities.
SECTION 2: The Mayor and the City Clerk are hereby authorized by the City Council for the City of Jonesboro, Arkansas to execute all necessary documents to effectuate the grant application.
SECTION 3: The Grants and Community Development Department is hereby authorized by the City Council for the City of Jonesboro, Arkansas to submit all necessary documents for this federal-aid program.
SECTION 4: The Mayor and City Clerk are hereby authorized and directed to execute all appropriate agreements and contracts regarding any future award of this Energy Efficiency and Conservation Block Grant.
