RESOLUTION BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS TO MAKE APPOINTMENTS TO THE DOWNTOWN JONESBORO IMPROVEMENT DISTRICT NO.1 AS RECOMMENDED BY MAYOR HAROLD PERRIN

WHEREAS, the Downtown Jonesboro Improvement District No. 1 (“District”) was created by Ordinance 77:2146 under the authority of Act 162 of 1973 as amended; and,
WHEREAS, the original Commissioners of the District named in Ordinance 77:2146 included James E. Sloan, Ben Owens, Dr. Joe T. Wilson, Danny McDaniel, and Joe Heinemann; and,
WHEREAS, the District has completed all improvements, paid all bonds, has no surplus funds in its account, has no property, and has not levied an assessment or made any improvements for over twelve years; and,
WHEREAS, the Downtown Jonesboro Alliance is proposing that the District be re-activated to consider funding various improvements as provided for in ACA 14-184-115; and,
WHEREAS, in order for the District to be re-activated, a new Board of Commissioners must be appointed by the City Council as provided for in ACA 14-184-111, which requires that a minimum of five persons who are owners of real property in the district or officers or stockholders of a corporation owning real property within the district; and,
WHEREAS, Mayor Harold Perrin has identified persons that are being recommended as commissioners, and verified they meet the requirements indicated in state law.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS, THAT:
Section 1: The following persons are confirmed as Commissioners of Downtown Jonesboro Improvement District No. 1 for a term of six years: Ted Herget, LJ Bryant, Clay Young, Vincent Turner, Holly Acebo, Tracy Owens, and Andrew Berner.
