AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE A THREE-YEAR RENEWAL WITH ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC. (ESRI) FOR A SMALL PUBLIC SAFETY TERM ENTERPRISE LICENSE AGREEMENT, AND DECLARING AN EMERGENCY

WHEREAS, the City of Jonesboro’s emergency management services uses ESRI as the current mapping software to allow for quicker response time to best serve the citizens of Jonesboro and is fully compatible with the existing hardware used in the Police, Fire, and E911 departments; and,

 

WHEREAS, the current license agreement with ERSI expires June 26, 2020; and,

 

WHEREAS, funding of $16,500 is already budgeted for the 2020 renewal and shall be sequentially for the remaining years of the three-year annual license agreement which starts July 1, 2020.

 

NOW, THEREFORE, BE IT ORDAINED by the City Council for the City of Jonesboro, Arkansas that:

 

Section 1:  The City Council of the City of Jonesboro, Arkansas approves the agreement with ESRI titled “Small Enterprise Agreement, Small Public Safety Departments for a three-year period starting July 1, 2020, with the cost each year at $16,500.

 

Section 2: The City Council in accord with the terms of A.C.A. Section 14-58-303 states that bidding in this matter is not practical and hereby waives the requirement of competitive bidding.  ESRI is fully compatible with the existing hardware used in the Police, Fire, and E911 departments and it would be impracticable to make a change at this time, and therefore bidding is hereby waived.

 

Section 3:  The Mayor and City Clerk are authorized to sign and enter into this agreement.

 

Section 4: The City Council further finds and declares that an emergency exists due to public safety concerns as the current license agreement will expire on June 26, 2020, and this Ordinance being necessary for the purchase shall take effect and be in full force and effect from and after its passage and approval.
