A RESOLUTION OF THE CITY OF JONESBORO, ARKANSAS AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO AGREEMENT WITH KHARIS GRANTS AND SERVICES, LLC UNDER THE MICROENTERPRISE BUSINESS ASSISTANCE (MBA) PROGRAM TO BE FUNDED THROUGH THE 2019 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG).

WHEREAS, the City of Jonesboro, Arkansas, has allocated $50,000 through its 2019 CDBG Annual Action Plan for the MBA Program to fund qualified microenterprises for activities and projects indicated in the agreement, reference RES-19:081; and,
WHEREAS, the City has allotted $7,490 for KHARIS Grants and Services, LLC to carry out the stated objectives for the MBA program as prescribed in the scope of service within the said agreement; and,
WHEREAS, the City assists the microenterprises to undertake job creation and/or retention activities that benefit underserved area or low-and moderate-income (LMI) persons; and,
WHEREAS, the subrecipient assumes responsibility for administering Federal funds in a manner consistent with underlying agreement, program objectives, and the terms and conditions of the Community Development Block Grant Program as described in this agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:
Section 1: The MBA Program agreement for the awarded subrecipient, attached hereto is hereby approved by the City Council.
Section 2: The Mayor, Harold Perrin and City Clerk, Donna Jackson are hereby authorized to execute all documents necessary to effectuate the said agreement.
