AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE A CONTRACT WITH AXON ENTERPRISES, INC FOR THE PURCHASE OF AXON FLEET CAMERAS AND AXON TASER PROGRAMS, AND DECLARING AN EMERGENCY

WHEREAS, the City of Jonesboro Police Department has identified a need for a new in-vehicle camera system that integrates with body-worm cameras; and
WHEREAS, Axon offers an officer safety program that would also save annual costs of Tasers and Taser cartridges; and
WHEREAS, the City of Jonesboro has been participating in a body worn camera free trial program that Axon Enterprises has agreed to extend; and
WHEREAS, Axon Enterprises has submitted a sole source letter; and
WHEREAS, Axon fleet camera systems integrate with Axon body worn camera system and supporting systems; and
WHEREAS, the cost of a fleet camera system and taser program are included in the 2019 Operating Budget.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:
SECTION ONE: The City of Jonesboro in accordance with the terms of A.C.A. Section 14-58-302 hereby waive the requirement of competitive bidding deeming it unfeasible due to the following: Axon Enterprises is determined to be a sole source provider because of the integration between the in-vehicle camera systems and the body-worn camera systems and support systems.
SECTION TWO: The Mayor and City Clerk are hereby authorized by the City Council of the City of Jonesboro, Arkansas, to execute all documents necessary to effectuate this agreement.
SECTION THREE: It is further found that due to the need of these products and services to maintain public safety levels, an emergency is declared to exist and this ordinance being necessary for the preservation of the public peace, health, and safety, shall take effect from and after its passage and approval.
