AN ORDINANCE TO WAIVE COMPETITIVE BIDDING FOR THE PURCHASE OF LEGISTAR SOFTWARE FOR THE IMPLEMENTATION OF A COMPREHENSIVE AGENDA WORKFLOW MANAGEMENT AND INFORMATION RETRIEVAL SYSTEM AND AUTHORIZING THE EXECUTION OF THE CONTRACT (NOTE: THIS CONTRACT WAS AMENDED BY RES-12:039 ON APRIL 3, 2012; RES-12:232 ON JANUARY 22, 2013)
Body
WHEREAS, the Jonesboro City Council has expressed a desire to acquire technology for a paperless agenda, reducing paper production and providing efficient automation of the agenda process and document management; and
 
WHEREAS, the Legistar System has been reviewed by the Finance Committee, City Clerk's Office, Mayor's Office and Department Heads and is hereby recommended to the Jonesboro City Council, and
 
WHEREAS, this particular software package may only be purchased from Daystar Computer Systems.  
 
BE IT THEREFORE ORDAINED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS, that
 
SECTION 1:  Mayor Formon and City Clerk Donna Jackson are authorized to enter in to a contract with Daystar Computer Systems which has been approved as to form by the Jonesboro City Attorney, Phillip Crego.
 
SECTION 2:   That Legistar Software be purchased from Daystar Computer Systems out of Chicago, Illinois for the sum of $59, 658 which has been allocated in the 2007 budget appropriation to come from line item 296, Computer Software of the City Clerk's budget.
 
SECTION 3:  Due to the time frame of the contract and the cost associated with it, an emergency is declared to exist and this ordinance, shall take effect upon its passage and approval.
