AN ORDINANCE TO AMEND ORDINANCE SECTION 2-576 TO ADD BENEFITS CONSULTING SERVICES AS A PROFESSIONAL SERVICE

WHEREAS, the City Council of the City of Jonesboro, Arkansas adopted Ordinance Section 2-576 which provides a definition of professional services, and
WHEREAS, it is the desire of the City Council for the City of Jonesboro to amend that definition to add Benefits Consultant Services to the definition of professional services contained in Section 2-576(a), and
WHEREAS, pursuant to Arkansas Code Annotated 19-11-801 (c) the City of Jonesboro may add to the definition of professional services by a two thirds (2/3) vote of the City Council.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS:
Section 1. Ordinance 2-576 (a) shall be amended to add Benefits Consulting Services to the list of professional services defined therein. This amendment will allow the City of Jonesboro to obtain competitive healthcare quotes for 2018 and give sufficient time to analyze quotes and meet open enrollment deadlines.
Section 2. City Officials have been working with the existing healthcare provider for over two months. Last correspondence was Monday August 28, 2017. An agreement on a renewal rate has not been reached; therefore, an emergency is declared to exist due to the timeframe of open enrollment and bidding requirements in order to meet open enrollment deadline of November 20-27 for an effective due date of January 1, 2018.
