AN ORDINANCE TO AMEND THE JONESBORO CODE OF ORDINANCES CHAPTER 2 ARTICLE 3, ENTITLED CITY COUNCIL; ESTABLISHING CITY COUNCIL RULES AND PROCEDURES; NAMING A PRESIDENT PRO TEMPORE; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

WHEREAS, it is the desire of the Jonesboro City Council to establish the organization of the 2013 Jonesboro City Council in accordance with Arkansas Code Annotated 14-43-501 which mandates the aldermen elected for each city shall annually, at the first council meeting in January, assemble and organize the city council; and
 
WHEREAS, Ordinance No. 3344 was adopted February 18, 2002 by the Jonesboro City Council amending Jonesboro Code of Ordinances, Chapter 2 Article 3, establishing procedures in council meetings and other procedures and rules.
 
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
SECTION 1: That the Jonesboro Code of Ordinances, Chapter 2 Article 3, entitled City Council, Sections 2-84 through 2-98 are hereby repealed and/or replaced according to Exhibit "A" hereto attached.
 
SECTION 2:  Council member Chris Moore  is hereby elected to serve as President Pro Tempore in the absence of Mayor Perrin.
 
SECTION 3: All ordinances or part of ordinances in conflict herewith are repealed to the extent of the conflict.
 
SECTION 4: The provisions of this ordinance are hereby declared to be severable and if any section, phrase or provision shall be declared or held invalid, each invalidity shall not affect the remainder of the sections, phrases or provisions.
 
SECTION 5: An emergency is declared to ensure that the City Council is not in violation of and meets the requirements of Arkansas Code Annotated 14-43-501.
