AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF FIVE GRIDSMART SINGLE VIDEO DETECTION SYSTEMS FROM PINKLEY SALES COMPANY FOR THE ENGINEERING DEPARTMENT AND DECLARING AN EMERGENCY

WHEREAS, the City of Jonesboro has need to install video detection systems at five intersection in the City of Jonesboro,

 

WHEREAS, the video detection systems will provide views of the entire intersection including the center which is often the most dangerous,

 

WHEREAS, the installation of the video detection systems will ensure safer and more efficient traffic conditions in the City of Jonesboro: and,

 

WHEREAS, Pinkley Sales Company is the sole source distributor of all GridSmart Products for the State of Arkansas.

 

THEREFORE BE IT ORDAINED by the City Council for the City of Jonesboro, Arkansas that:

 

Section 1:  That the City Council in accord with the terms of A.C.A. Section 14-58-303 hereby waives the requirement of competitive bidding and purchase five Gridsmart Single Video Detection Systems from Pinkly Sales Company for the sum of $99,140.00 plus tax to be paid from American Rescue Plan Act funds as allocated in RES-21:223.

 

Section 2: The Mayor and City Clerk are hereby authorized to execute such documents as are necessary to effectuate the agreement.

 

Section 3:  It is further found that due to immediate need to secure the purchase of these Gridsmart single video detection systems to maintain public safety levels, an emergency is declared to exist and this ordinance being necessary for the preservation of the public peace, health, and safety, shall take effect from and after its passage and approval.
