WHEREAS, the Jonesboro Police Department desires to purchase two Chevrolet Tahoe SUV's and one Chevrolet Silverado to add to its fleet of vehicles and replace older equipment; and

WHEREAS, there are no available state bid priced Tahoe SUVs or Silverado pickups in Arkansas due to a vehicle shortage; and

WHEREAS, there is a need to waive competitive bidding because the above mentioned vehicles are priced above state bid pricing; and

WHEREAS, it is unknown when these vehicles types will be available again due to supply disruptions and city staff has performed extensive research to locate vehicles in this comparable price range throughout the region to insure city funds are allocated efficiently.

NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:

SECTION 1: The Jonesboro Police Department of the City of Jonesboro, Arkansas needs to purchase two Chevrolet Tahoes and one Chevrolet Silverado vehicle.

SECTION 2: The vehicles may be purchased from Dana Safety Supply, INC of Oklahoma City, Oklahoma for $39,960 each for the Tahoe SUV’s and $34,264 for the Silverado pickup. Arkansas state bid prices for comparable vehicles are $36,640 and $28,932 respectively.

SECTION 3: The City Council in accordance with the terms of A.C.A. Section 14-58-303 hereby waive the requirement of competitive bidding and direct the purchasing agent to purchase the above described vehicles for the price set forth in Section 2 above.

SECTION 4: It is further found that due to immediate need to secure purchase of these vehicles to replace existing public safety equipment, an emergency is declared to exist and this ordinance being necessary to secure the above vehicles, it shall take effect from and after passage and approval.
