RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO TO SUBMIT AN APPLICATION TO THE DEPARTMENT OF TRANSPORTATION FOR THE FY21 RAISE GRANT FOR THE UPPER HALF OF THE JONESBORO CONNECTIVITY MASTER PLAN.

WHEREAS, the application process is now open and is accepting proposals for the Department of Transportation FY21 RAISE grant; and
WHEREAS, the City of Jonesboro has proposed to complete 21 Miles of the Jonesboro Connectivity Master Plan, including completing the ASTATE and University Heights Links, the Joe Mack Campbell Link, the ASTATE Link flyover, and the upper portion of the Red Wolf Way regional loop; and
WHEREAS, the FY21 RAISE grant will provide up to 80% of Federal aid in the overall construction of the project through the Department of Transportation and requires a 20% local match from the City and its partners; and
WHEREAS, the City of Jonesboro is requesting funds for $20,000,000 in our application to the Department of Transportation for the engineering, right of way, utility relocation and construction of said project with the local match of being $4,000,000, eligible matching funds could include City tax revenue, foundation donations, private donations, and state grant funds.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS THAT:
SECTION 1: The Jonesboro City Council supports the submission of the FY21 RAISE application to the Department of Transportation for the completion of the upper portion of Jonesboro Connectivity Master Plan; and
SECTION 2: The Mayor and the City Clerk are hereby authorized by the City Council for the City of Jonesboro to execute all necessary documents to effectuate the application; and
SECTION 3: The Grants and Community Development Department is hereby authorized by the City Council for the City of Jonesboro to submit all necessary documents for this Federal-aid program.
