A RESOLUTION AUTHORIZING THE CITY OF JONESBORO GRANTS AND COMMUNITY DEVELOPMENT DEPARTMENT TO APPLY FOR THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FY21 CHOICE NEIGHBORHOOD PLANNING GRANT

WHEREAS, applications are now being accepted for the FY2021 Choice Neighborhood Planning Grant; and
WHEREAS, the FY 2021 Choice Neighborhood Grant is funded at 95% by the Department of Housing and Urban Development and a 5% local match is required. The local match will come from Community Development Block Grant (CDBG) funds; and
WHEREAS, the City of Jonesboro is requesting $350,000 to create a long-range Transformation Plan for a neighborhood in Jonesboro with high poverty rates. The plan would include comprehensive studies on adding sidewalks and other transportation features, developing new neighborhood amenities, increasing safety, attracting new business growth, and rehabilitating or constructing affordable housing; and
WHEREAS, if awarded the funding, the City would create a coalition of public-private partnerships to oversee the development of such a plan.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:
SECTION 1: The City of Jonesboro, Arkansas supports the submission of the Department of Housing and Urban Development Choice Neighborhood Planning Grant.
SECTION 2: The Mayor and the City Clerk are hereby authorized by the City Council for the City of Jonesboro, Arkansas to execute all documents necessary to effectuate this application.
SECTION 3: The Grants and Community Development Department is hereby authorized by the City Council for the City of Jonesboro, Arkansas to submit all necessary documents for this federal grant.
