A RESOLUTION FOR THE CITY OF JONESBORO TO AMEND THE APPROVED 2020 CDBG ACTION PLAN.

WHEREAS, the City of Jonesboro, Arkansas (“City”) was recently notified by the US Department of Housing and Urban Development (“HUD”) of an error in the 2020 CDBG regular allocation formula which will result in a decrease of $94, from $616,257 to now $616,163; and,
WHEREAS, in 2020, the City was also awarded the CDBG-CV-1 (Covid-19 relief funds under the CARES Act) for $362,254 which was designated for Small Business Emergency Grants. However, only six applicants totaling $60,000 met the federal guidelines, therefore, the City’s Community Development Department is requesting that the remaining $302,254 be allocated to prevent, prepare for, and respond to the coronavirus such as homelessness.
WHEREAS, recently, the City received a special allocation from the HUD CDBG-CV3 in the amount of $366,336 program to prevent, prepare for, and respond to coronavirus (COVID-19), which HUD has indicated must be added to the City’s 2020 Annual Action Plan Budget; and,
WHEREAS, a five day public comment period was held from November 19, 2020 to November 24, 2020 regarding the CV-3 funding, and a public hearing was conducted on November 19, 2020 at 10:30 a.m. and at 5:30 p.m. in the Council Chambers; and,
WHEREAS, 18 citizens attended the CV-3 public hearing, and more than 50% of the comments and surveys indicated that homelessness is the main concern of Jonesboro’ citizens; and,
WHEREAS, the CDBG funds are 100% federally and local match is not required; and,
WHEREAS, the City’s 2020 Annual CDBG Action Plan was passed and approved through RES-20:060 by the City Council on June 9, 2020 and needs to be revised. The proposed revisions are indicated below:

NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS:
Section 1: The 2020 CDBG Action Plan is hereby revised as indicated above.
Section 2: The City of Jonesboro will enter into an agreement with the Department of Housing and Urban Development for the amendment of the 2020 Action Plan.
Section 3: The City of Jonesboro will submit the request for release of funds to the Department of Housing and Urban Development for the amended 2020 Action Plan.
Section 4: The Mayor and City Clerk are hereby authorized to execute all documents necessary to effectuate this agreement.
