AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE CITY OF JONESBORO TO PURCHASE A USED VEHICLE FOR THE MAYORS OFFICE AND TO TRANSFER HIS VEHICLE TO THE POLICE DEPARTMENT

BE IT ORDAINED by the City Council for the City of Jonesboro, Arkansas that:

 

SECTION ONE:  The Jonesboro Police Department desires to purchase a Chevrolet Tahoe to add to its fleet of vehicles and replace older equipment.  It has been discovered that Chevrolet Tahoes are not available under the DFA State Contract for purchase in 2020.  The closest comparable vehicles being offered under that contract are a Dodge Durango or a Ford Explorer which may be purchased at a range of $30-35,000. 

 

SECTION TWO:  The Mayor has a Chevrolet Tahoe which was purchased last year under DFA State Contract and is equipped with a police equipment package.  The Kelley Blue Book value on his vehicle is $33,643.  The Mayor is willing to transfer his vehicle to the police department.  The Mayor has found a used 2019 Infinity QX60, VIN 5N1DL0MN3KC529146, for the purchase price of $28,924.00. 

 

SECTION THREE:  The vehicle being purchased is a used vehicle available for sale locally and being a used vehicle the price has been negotiated and it would be impracticable to bid said purchase.  Therefore, the City Council in accordance with ACA 14-58-302 hereby waives competitive bidding and directs the purchasing agent to purchase the above described vehicle for the price set forth herein.

 

SECTION FOUR:  The budget is hereby amended to transfer the purchase price of the vehicle listed above from the Police Department Fixed Asset line item to the Mayor’s Office Fixed Asset line item to cover the cost of the vehicle.  

 

SECTION FIVE:  It is further found that due to the immediate needs of the Jonesboro Police Department to acquire this vehicle to replace existing equipment for police work and public safety, an emergency is declared to exist and it shall take effect from and after its passage and approval.
