AN ORDINANCE TO WAIVE BIDS AND PURCHASE SKY COPS BY THE POLICE DEPARTMENT, AND DECLARING AN EMERGENCY

WHEREAS, the city is in need of enhancing the public safety of the community; and,
WHEREAS, the price for the purchase of ten Sky Cops from SCI Technologies, Inc. at the cost of $111,755 and the costs of related technology support is $11,700 and the annual recurring support costs are $41,664 for a total of $165,119; and,
NOW, THEREFORE BE IT ORDAINED by the City Council for the City of Jonesboro, Arkansas that:
Section 1: The sum of $165,119 will be added to the Police Department's 2019 fixed asset line item, said sum shall come from the unappropriated funds in the General Fund.
Section 2: That the City Council, in accord with the terms of A.C.A. Section 14-58-303, states that bidding in this matter is not practical and hereby waives the requirement of competitive bidding. Sky Cops has been used by the city and this would maintain compatible technology.
Section 3: The City Council further finds and declares that an emergency exists due to public safety concerns, and this Ordinance being necessary for the purchase, this Ordinance shall take effect and be in full force and effect from and after its passage and approval.
