AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE THE EXECUTION OF THE CONTRACT FOR THE RENEWAL OF GRANICUS SOFTWARE, HARDWARE AND MANAGED SERVICES FOR THE CITY OF JONESBORO

BE IT ORDAINED by the City Council for the City of Jonesboro, Arkansas that:

 

SECTION 1:  That the City Clerk’s Office of the City of Jonesboro, Arkansas needs to renew our services agreement with Granicus who is the current provider of Legistar 5.0 Hosted, Legistar Agenda Management System, Granicus Encoding Appliance software, Government Transparency Suite, and Government Transparency Managed Services hardware for the City of Jonesboro.

 

SECTION 2:  That the five-year annual subscription for the software is $25,048.04; $25,799.48; $26,573.47; $27,370.67; and $28,191.79 respectively and money is already budgeted for the 2020 renewal and shall be sequentially for the remaining years.  All other details of the agreement, including the scope of services to be provided are set out in the attached contact, which has an effective term from January 1, 2020 to December 31, 2024.  

 

SECTION 3:  That the City Council in accord with the terms of A.C.A. Section 14-58-303 states that bidding in this matter is not practical and hereby waives the requirement of competitive bidding.  Granicus has been used by the City for legislative workflow, imaging, document management, report generation, information retrieval, cloud storage and government transparency for more than twelve years and it would be impracticable to make a change at this time, and therefore bidding is hereby waived.
