AN ORDINANCE TO ESTABLISH A PERMANENT TRAFFIC CONTROL REVIEW COMMITTEE (NOTE: THIS ORDINANCE WAS AMENDED BY ORD-14:053 ON SEPTEMBER 16, 2014)

WHEREAS, the City Council of the City of Jonesboro, Arkansas has determined that a review by safety and planning staff of the need and/or placement of traffic control signage, signals and other devices is needed.
 
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:
 
SECTION 1: The City Council of the City of Jonesboro, Arkansas, hereby creates and establishes a permanent "Traffic Control Review Committee: to advise and make recommendations to the City Council, or the appropriate City Council Committee, regarding the need and/or placement of traffic control signage, signals or other devices.
 
SECTION 2: The Committee shall be composed of the following:
 
Captain of the Police Department
City Planner
Street Superintendent
Street Department Team Leader for Signs and Signals
Operations Director
 
SECTION 3:  The "Manual on Uniform Traffic Control" shall be used as reference but shall not be binding in the decision making process. The public's health, safety and welfare shall also be considered before recommendations are made to the City Council or a Council Committee.
 
SECTION 4:  This Ordinance supersedes any other ordinance that is in conflict with the language herein.
 
SECTION 5:  Due to confusion resulting in delays in the placement of traffic control signage, signals, and other devices, an emergency is declared and this ordinance shall take effect and be in full force and effect from and after its passage and approval.
