A RESOLUTION TO AMEND THE 2026 CAPITAL IMPROVEMENT BUDGET AND ALLOCATE FUNDS TO UPDATE THE NORTHEAST ARKANSAS REGIONAL TRANSPORTATION PLANNING COMMISSION (NARTPC) REGIONAL SAFETY ACTION PLAN

WHEREAS, the City of Jonesboro commits to a guiding principle of promoting a safe and secure transportation system;
WHEREAS, the current Regional Safety Action Plan was last updated in 2022 and the city has experienced growth and has substantially invested in road and pedestrian systems since that time;
WHEREAS, the local transportation network serves an increasing number of motorists, pedestrians, bicyclists, and other non-motorists as the community continues to grow and develop, further substantiating the need for a more holistic comprehensive planning approach toward transportation safety;
WHEREAS, the City of Jonesboro is committed to supporting data-driven transportation planning that enhances functionality and improves safety on existing streets and highways;
WHEREAS, the need to update the current Regional Safety Action Plan was discussed at the Public Safety Committee meeting on September 15, 2026 and Committee support was given to move forward with this resolution;
WHEREAS, in order to expedite the study and plan, a FY2026 Capital Improvement Budget amendment is requested in the amount of $125,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Jonesboro, Arkansas that:
1. The 2026 Capital Improvement Budget is hereby amended to include an additional $125,000.00 to be used to update the current Regional Safety Action Plan.
2. City staff shall gather vender interests and vetting in accordance to city purchasing and procurement guidelines.
