PUBLIC HEARING - 6:20 p.m. - A public hearing was held as requested by John P. and Audrey Black for the purpose of vacating a five foot drainage easement located along the North side of Lot 18, Block A, in the Bellair Subdivision. Mr. Charles M. Mooney, Sr. was the attorney representing Mr. and Mrs. Black in this matter. With no opposition voiced the public hearing was closed.

CITY COUNCIL MINUTES, FEBRUARY 19, 1996

The Jonesboro City Council met Monday, February 19, 1996, at 6:30 p.m. A full quorum was in attendance. Present were: Hubert Brodell, Mayor, Donna Jackson, City Clerk; Phillip Crego, City Attorney, and 10 council members. Those members were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. Councilman Vance and Councilman Province were unable to attend.

The minutes of February 5, 1996, were approved as mailed by Councilman Harpole seconded by Councilman Tate. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole.

Councilman Rega moved, seconded by Councilman Evans to table till the next council meeting, a decision on the Gary Winters appeal, regarding the M.A.P.C.’s granting a “Special Use Permit” to Dr. Jack Jones. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole

The following ordinance was on the third and final reading:

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (Betty Waddle & Patricia Waddel/ C. S. Mooney, Sr.)

Councilman Harpole moved, seconded by Councilman Kelton to amend the ordinance from Residential (R-2) to Commercial (C-4). A voice vote was taken resulting in all council members voting aye. Those members ...
