5. City Attorney:

A. 3rd Reading - Ordinance to rezone property from Commercial (C-4) to Commercial (C-3), located at 3401, 3407, and 3415 E. Highland Drive (Kevin Alpe, dba A& B Investments)

B. 1st Reading - Ordinance authorizing the issuance of Industrial Development Revenue Bonds for the purpose of providing permanent financing for industrial facilities; authorizing a trust indenture securing the bonds; authorizing a supplemental lease agreement between the City of Jonesboro, Arkansas, as Lessor, and Frito-Lay, Inc., as Lessee; authorizing the sale of the bonds; and prescribing other matters related thereto; and declaring an emergency.

C. 1st Reading - Ordinance to amend Ordinance Number 3379, the Purchasing Manual for the City of Jonesboro, Arkansas, establishing approval authority for change orders.


6. Resolution to proceed with condemnation action on the following Jonesboro property locations:
