BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
Section 1: From and after passage and adoption of this Ordinance, Fisher Street from Belt Street South to Hoover Street shall be designated as a one way street during the hours of 7:45 to 8:45 o'clock a.m. and from 3:00 to 4:00 o'clock p.m. on school days during school months.
 
Section 2: The Chief of Police of Jonesboro or some person designated by him is hereby directed to place and locate upon the above described streets at the proper places, appropriate signs reading "ONE WAY STREET" and it shall be unlawful for any person, firm or corporation to tear down, remove or mutilate such signs.
 
Section 3: All Ordinances and parts of Ordinances in conflict herewith are hereby repealed.  
 
Section 4: It is found and declared by the City Council that due to congestion of traffic and dangers in lading and unloading children at school during school days and school months, there is created and caused a traffic problem and hazard resulting in injuries to persons and property and this Ordinance being necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist and this Ordinance shall take effect from and after its passage approval.
 
PASSED and ADOPTED this 18th day of August, 1969.
