AN ORDINANCE TO AMEND ORDINANCE NUMBER 3424, THE PURCHASING MANUAL FOR THE CITY OF JONESBORO, ARKANSAS.

WHEREAS, Ordinance Number 3424, adopted July 21, 2003, adopted guidelines for written and phone quotes for the purchasing manual; and

 

WHEREAS, Section 2 states that purchases between $1,000.01 and $10,000.00 (before sales tax) shall have no less than three bids, all of which shall be either by facsimile, e-mail or some other written form exhibiting the date and time received, obtained from vendors attached to the purchase requisition for such purchases; and

 

WHEREAS, the City of Jonesboro has determined that receiving three bids on repair parts and/or labor is not always feasible and increases considerable down time to equipment;

 

BE IT THEREFORE ORDAINED, by the City Council of the City of Jonesboro, Arkansas; that the Purchasing Manual of the City of Jonesboro be amended as follows:

 

SECTION 1: The words “excluding equipment maintenance of up to $2,000.00" shall be inserted to section 2 of ordinance number 3424 as adopted reading: Purchases between $1,000.01 and $10,000.00 (before sales tax) excluding equipment maintenance of up to $2,000.00 shall have no less than three bids, all of which shall be either by facsimile, e-mail or some other written form exhibiting the date and time received, obtained from vendors attached to the purchase requisition for such purchases; and

 

SECTION 2: All ordinances and or parts of ordinances in conflict therewith are hereby specifically repealed.

 

SECTION 3: It is found and declared by the City Council of the City of Jonesboro that this ordinance is necessary to establish written procedures for all departments to follow and be contained in the purchasing manual, therefore, an emergency exists and this ordinance being necessary for the preservation of the public peace, health and safety, it shall take effect from and after its passage and approval.
