PUBLIC HEARING - 6:10 p.m. - A public hearing was held for the establishment of the Southview Street Improvement District No. 1. Attorney Jim Stanzell represented local citizens who were in favor of the street improvement. Mayor Brodell asked for clarification regarding the approximate cost of the improvements and the means by which to pay for these improvements. Mayor Brodell explained since this improvement district was being established differently than previous improvement districts he wanted to know exactly what the Council would be agreeing to. Attorney Stanzell answered by stating the Council would be determining sufficiency of the petitions with regard to a majority in assessed property value and property owners. Councilman Evans inquired about the Commissioners and Mr. Stanzell explained three commissioners would be recommended in the ordinance.

CITY COUNCIL MINUTES, JANUARY 15, 1996

The Jonesboro City Council met Monday, January 15, 1996, at 6:30 p.m. A full quorum was in attendance. Present were: Hubert Brodell, Mayor, Donna Jackson, City Clerk; Phillip Crego, City Attorney, and 12 council members. Those members were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah.

The minutes of January 2, 1996, were approved as mailed by Councilman Perrin seconded by Councilman Kelton. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Rega, Province, Young, Perrin, Tate, Kelton, Roddy, Harpole, and Hannah.

Mayor Brodell proceeded with the next order of business, a decision regarding the sufficiency of petitions filed for the Southview Street Improvement District No. 1.
