AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF AN OMNI PRINT MODEL 1000 ALTERNATIVE LIGHT SOURCE FORENSIC FINGERPRINT EXAMINATION UNIT. THIS ITEM WILL BE USED BY THE JONESBORO POLICE DEPARTMENT CRIMINAL INVESTIGATION DIVISION IN LOCATING LATENT FINGERPRINTS ON ITEMS RELATED TO DRUG INVESTIGATIONS.

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
SECTION 1: That the Jonesboro Police Department Criminal Investigation Division needs to purchase the following: Omni Print Model 1000 Alternative Light Source.
SECTION 2: That such item can be purchased from Omnichrome Inc. of 13620 Fifth Street, Chino, California, for the price of $7,850.00 to be paid upon delivery.
SECTION 3: That the City Council in accord with the terms of A.C. A. 14-58-302 (2) hereby waives the requirement of competitive bidding and directs the purchasing officer to purchase the above described item for the price set forth in section two above. Said amount shall be paid from the Drug Forfeiture Fund of the Jonesboro Police Department.
SECTION 4: It is further found that due to the immediate need to acquire the above item and emergency is declared to exist and this ordinance being necessary for the preservation of public peace, health and safety shall take effect from after its approval.
