A RESOLUTION BY THE JONESBORO CITY COUNCIL TO APPROPRIATE AMERICAN RESCUE PLAN ACT FUNDS FOR HUMANITARIAN OUTREACH

WHEREAS, the City of Jonesboro desires to allocate $500,000 of American Rescue Plan Act (ARPA) funding and establish a “Humanitarian Outreach” fund to support efforts by local non-profit groups focused on serving residents in need; and
WHEREAS, ARPA funding provides an avenue to support non-profits in ways that typical block grant funding stipulations fall short; and
WHEREAS, ARPA funding also provides a way for the local government to provide non-tax revenue dollars to entities seeking to provide services to disadvantaged populations in Jonesboro; and
WHEREAS, administration and oversite of funds would follow the established selection criteria of the City’s Community Development Block Grant program; and
WHEREAS, intended criteria for this funding include: homelessness and housing insecurity, neighborhood revitalization, low to moderate income population advancement opportunities, food insecurity, youth advancement, neighborhood safety, mental health support and other similar areas as deemed by the CDBG Board, and
WHEREAS, project funding plans approved by the committee will be presented to the Jonesboro City Council for plan approval similar to the current CDBG appropriation process.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS THAT
SECTION 1: The City Council authorizes the appropriation of $500,000 of American Rescue Plan Act funding to establish a fund for humanitarian outreach efforts.
SECTION 2: The Community Development Block Grant Committee is hereby authorized to accept applications for funding request.
SECTION 3: Funding plans recommended by the CDBG Citizen Advisory Committee will be presented to City Council for contract approval or fund disbursement.
