1. Call to order by Mayor at 6:30 p.m.
 
2. Roll Call by City Clerk.
 
3. Approval of minutes from September 7, 2004, as delivered.  
 
4. Legal Report.

5. City Attorney:
 
A. 1st Reading - Ordinance to rezone property from Residential (R-1) to Commercial (C-3), located approximately ¼ mile North of Johnson Avenue and ¼ mile West of Bridger Road. (Anita Arnold)
 
B. 1st Reading - Ordinance approving the purchase of an excavator for the Street Department, appropriating funds, and declaring an emergency.
 
C. 1st Reading - Ordinance to approve the purchase of financial software, to appropriate additional funds; and to waive competitive bidding.
 
6. Resolution requesting free utility service from City Water and Light for a traffic light located at 1401 Frierson Street.
 
7. Resolution approving the purchase and installation of a new roof on the Huntington Building as per bid 2004:47.
 
8. Resolution accepting a permanent drainage easement, located at 1814 Lorene Cove, owned by Gary and Lorre Gookin.
 
9. Resolution authorizing the Mayor and City Clerk to enter into a contract with Construction Network Inc. for the construction of a spraypark pad at Allen Park.
 
10. Resolution authorizing the Mayor and City Clerk to enter into a contract with the Northeast Arkansas Tennis Association for the operation and maintenance of the Allen Park Tennis Complex.
