CITY COUNCIL MINUES OCTOBER 16, 1978

The Jonesboro City Council met in regular session, Monday, October 16, 1978, at 7:30 p.m. Present, Mayor, City Attorney, City Clerk and all aldermen except Mr. Sanderson.

On motion by Mr. Stricklin, seconded by Mr. Park, the minutes of October 2, 1978, were approved by unanimous vote of council.

Mr. Park offered the following ordinance:

AN ORDINANCE CREATING THE CITY OF JONESBORO, ARKANSAS RESIDENTIAL HOUSING FACILITIES BOARD PURSUANT TO THE PROVISIONS OF ACT NO. 142 OF THE ACTS OF ARKANSAS OF 1975; APPOINTING THE INITIAL MEMBERS THEREOF; PRESCRIBING OTHER MATTERS RELATING THERETO; AND DECLARING AN EMERGENCY

Mr. Stricklin moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hannah, all voted aye. After the reading, Mr. Minx moved that the rules be further suspended and the ordinance be placed on third and final reading. The motion was duly seconded by Mr. Hannah and all council voted aye. Mr. Stricklin then moved for the adoption of the ordinance, seconded Mr. Hannah, all vote aye. The emergency clause was adopted by unanimous vote on motion by Mr. Hannah, seconded by Ms. Haigler. The ordinance was given the number 1657.

Mr. Hannah commended the local banks and savings and loan associations for their cooperation in this matter and Mr. Minx praised these groups for making the money available at a lower interest rate.

The following ordinance as on 3rd reading:

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE OF THE CITY OF JONESBORO, ARKANSAS: PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

Mr. Park moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Smith. All voted aye and the ordinance was given #1658.
