PLANNING TECHNICIAN & INCREASED GRADE FOR ASSISTANT PLANNER

Ms. Hackney provided a job description and ordinance appropriating additional funds for the hiring a new Planning Technician position.  It was explained the City Council had approved the position of “Assistant Planner” in the 2005 budget with an established salary of $37,000.  Mr. Harris stated he was unable to find anyone with the proper qualifications for the position of Assistant Planner so he hired an individual with no planning experience downgrading the position to a Planning Technician.  Ms. Hackney explained they did not realize they could not down grade the position from Assistant Planner to Planning Technician and therefore the position was not advertised.   Concern was expressed for not allowing in-house employees, with some planning knowledge, the opportunity to apply for the position.   Councilman Street, Chair of the Planning Subcommittee asked that the matter be referred to the Finance Committee, asking to amend the budget to allow for the hiring of the new position of Planning Technician with a Grade 17 setting the salary at $33,622 to $37, 122 and making the Assistant Planner a Grade 21 with a salary range of $43,409 to $47,507.   Councilman Moore moved, seconded by Councilman Farmer to refer the matter of the Planning Technician position to the Finance Committee.  All voted aye.  Councilman Farmer moved, seconded by Councilman Moore to refer the matter of the increased Grade of 21 for the position of Assistant Planner to the Finance Committee.  All voted aye.

ADJOURNMENT

With no further business, Councilman Ashley moved, seconded by Councilman Farmer to adjourn.  All voted aye.
