AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE A CONTRACT WITH CRITTCO CABLE & FIBER, INC.

WHEREAS, THE CITY OF JONESBORO WILL BE MOVING INTO THE NEW CITY HALL, PROJECTED MAY 01, 2013, AND;
WHEREAS, FIBER OPTIC CABLE NEEDS TO BE INSTALLED FROM EXISTING 911 DISPATCH CENTER TO THE NEW CITY HALL TO ENABLE COMMUNICATIONS AND COMPUTER SERVICES FOR UNINTERRUPTED SERVICE AND;
WHEREAS, TIME IS OF THE ESSENCE TO OBTAIN SAID SERVICES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:
 
SECTION 1:  That the Engineering Department of the City of Jonesboro needs to obtain services to run fiber optic cable from existing 911 center to new City Hall.
SECTION 2: That said service can be obtained for the sum of $9.75 per foot of fiber cable from Crittco Cable & Fiber, Inc. for an estimated total project cost of $27,300.00, per the following schedule:
2300' of boring between 911 Center and City Hall;
4600' 1 1/4" HDPE SDR11
2 Hand Holes
2300' pull cable
2800' of 24 fiber cable that will locate
(does not include fiber splicing)
SECTION 3: That the City Council in accord with the terms of A.C.A. Section 14-58-302 hereby waives the requirement of competitive bidding and directs the Purchasing Agent to obtain the above described for the price set forth in Section 2 above.
SECTION 4: It is further found that due to the immediate need to acquire this service an emergency is declared to exist and this Ordinance being necessary for the preservation of the public peace, health and safety shall take effect from and after its passage and approval.
