RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS, ESTABLISHING A MORATORIUM ON PERMITS FOR THE LOCATION AND CONSTRUCTION OF OFF-PREMISES BILLBOARDS AND HIGH-POLE SIGNS AND FOR COMMUNICATION TOWERS (NOTE: THIS MORATORIUM WAS EXTENDED BY RES-03:661 ON OCTOBER 20, 2003; RES-03:655 ON NOVEMBER 17, 2003)

WHEREAS, citizens of the City of Jonesboro have expressed concern over the increasing number of off-premises (located on property that does not contain the establishment, operation, or product being advertised) billboards and "high pole" signs; and
WHEREAS, citizens of the City of Jonesboro have also indicated concern over the proliferation of communication towers within the city; and,
WHEREAS, the Zoning Ordinance of the City of Jonesboro does not contain provisions to regulate and direct the location the billboards, signs and communication towers to locations considered most suitable and safe for these uses without harming nearby property.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:
1. A moratorium is hereby declared on the issuance of permits for the erection of billboards, high-pole signs, and communication towers for a period of 180 days beginning on the date this resolution is passed.
2. During this 180-day period, an ordinance or ordinances are to be prepared establishing standards and requirements for the location and construction of future billboards, high-pole signs, and communication towers within the City of Jonesboro.
3. This resolution shall take effect immediately.
