CITY COUNCIL MINUTES OCTOBER 18, 1982
The Jonesboro City Council met in regular session, Monday, October 18, 1982, at 7:30 P.M. Present: Mayor, City Attorney, City Clerk and all aldermen.
The minutes of October 4, 1982, were approved as mailed on motion by Mr. Sanderson, second by Mr. Johnson.
Bill Etter addressed council concerning the Supreme Court ruling as being discriminatory and unconstitutional of electing aldermen at large. He indicated that Wards 2 and 3 are racially imbalanced and urged the council to give a fair hearing to the prospect of changing the Cities election method.
Mr. Park inquired as to whether the City had the option of electing one alderman at large and one by ward. Mr. Etter did not know and City Attorney Hinson advised she would check into the question. Mayor inquired as to whether Mr. Etter had checked with the Election Commission to see if the changes could be made for the November 2 election. Mr. Etter answered that he had not. Mayor Stallings advised that City government belonged to all people of Jonesboro - why should changes be made in one night.
Mrs. Gladys Crumpler and Issac Stotts spoke in favor of changing the present system.
Mr. Haggenmacher offered the following ordinance:
AN ORDINANCE PROVIDING FOR ELECTION OF ALDERMEN BY WARD AND FOR OTHER PURPOSES
The following bids were reviewed for block and brick laying for fire tower (attached). The bids being identical, a lottery was held and R&G Masonry was awarded the bid.
The following bids were reviewed for uniforms for public works department (attached).
On motion by Mr. Shelton, second by Mr. Smith and unanimous vote of council, the low bid from Todd Uniforms was accepted.
Permission was granted for, placing a mobile home at 4103 School Street on motion by Mr. Mays, second by Mr. Sanderson all council voting aye.
