CITY COUNCIL MINUTES, NOVEMBER 17, 1980

The Jonesboro City Council met in regular session, Monday, November 17, 1980, at 7:30 p.m. Present, Park, Hinson, Bridger, Minx, Hannah, Haigler, Stricklin, Province, Mays, Haggenmacher, Absent, Mayor, City Clerk; Sanderson Vice Mayor Province presided in the absence of Mayor Stallings.

The minutes of November 3, 1980, were approved as mailed on motion by Mr. Mays, seconded by Mr. Hinson.

The following bids were submitted for roof repair at Community Center:

B & J. Roofing $6,600.00 Jonesboro Roofing $7,750.00
Ferrell Bass 7,250.00 Del-Ray Co. 8,220.00
Osment 11,110.00

Mr. Park moved that the low bid meeting the specs be approved, seconded by Mr. Shelton, all aye.

The following ordinance was on 2nd reading:

AN ORDINANCE CLOSING THE EAST-WEST ALLEY IN THE 1300 BLOCK WEST OF MAIN STREET BOUNDED BY MATTHEWS, PURYEAR, JEFFERSON AND FLOYD

The following ordinance was on 3rd reading:

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY R-2; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

Mr. Hannah moved that the ordinance be tabled, seconded by Ms. Haigler and the only negative vote was cast by Mr. Haggenmacher.

The following ordinance was on 2nd reading:

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATION THEREOF AND FOR OTHER PURPOSES

Mr. Park moved that the rules be suspended and the ordinance be placed on 3rd reading, seconded by Mr. Stricklin, all aye. Mr. Stricklin then moved for the adoption to the ordinance to include the emergency clause, seconded by Mr. Park, and all aye. The ordinance was given the number 1739.

Mr. Bridger offered the following ordinance:
