AN ORDINANCE TO AMEND THE JONESBORO CODE OF ORDINANCES CHAPTER 2 ARTICLE 3, ENTITLED CITY COUNCIL; ESTABLISHING CITY COUNCIL RULES AND PROCEDURES TO SET A STANDARD PROCEDURE FOR THE RESCHEDULING OF REGULARLY CALLED MEETINGS OF THE JONESBORO CITY COUNCIL, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

WHEREAS, it is the desire of Jonesboro City Council to establish the organization of its proceedings in accordance with Arkansas Code Annotated 14-43-501 which mandates the alderman elected for each city shall annually, assemble and organize the city council; and
WHEREAS, there is an immediate need to clarify the process of rescheduling regularly called city council meetings, not only when the regular meeting falls on a holiday, but also for purposes that are beyond the council's control.
THEREFORE, BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas; that:
Section 1. Section 2-84 (a), entitled Regular Meetings shall be amended as follows: Regular meetings. The city council shall meet in regular session on the first and third Tuesday of each month at 5:30 p.m. The regular session may be rescheduled for reasons of holidays, inclement weather, or any other special circumstances beyond the city council's control. When such special circumstances occur, the regular meeting shall be held on the following Thursday at the same hour. This change will include regularly scheduled committee meetings as well.
Section 2. EMERGENCY CLAUSE. To provide a standard procedure for rescheduling regular meetings of the Jonesboro City Council that does not require a special meetings just for the purpose setting a time and date. An emergency is therefore declared and this ordinance being necessary for the preservation of the public peace, health, and safety shall be in full force and effect from and after its passage.
