BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:

SECTION 1: That Ordinance NO. 954 known as the Zoning Ordinance of the City of Jonesboro be amended as recommended by the Metropolitan Area Planning Commission by the change in zoning district boundaries as follows:

From Residential (R-1) to Commercial (C-3) of property described as follows: (Spurlock).

A part of the Southeast Quarter of Section 28 Township14 North Range 4 East Craighead County, Arkansas to wit: From the Southeast Corner of said Section 28, run North 73°49' 34" West 1350.31 feet to the point of beginning, said beginning point being described as being the intersection of the East line of Middlefield Street with the North right-of-way line of U. S. Highway 63; then run along East right-of-way line of Middlefield Drive as Follows: North 14° 29' 43" East 65.25 feet North 04°10' 31" East 203.05 feet, North 00° 44' 40" East 178.25 feet; then leaving said street right-of-way line run North 89° 54' 30" East 1243.52 feet to a point on the West right-of-way line of Richardson Drive; then run South 01°11' West along said West street right-of-way line 513.02 feet to a point on the North right-of-way line of U. S. Highway 63; then run along North Highway right-of-way line as follows: South 86°22' West 90.78 feet. South 89°48' West 400.0 feet. North 88°58’ West 700.20 feet. North 45° 55’ West 88.50 feet to the point of beginning, containing 14.70 acres.

SECTION 2: It is found and declared by the City Council that proper use of the tract of land described in this Ordinance is being delayed because of improper zoning and that, therefore, an emergency exists and this Ordinance being necessary for the preservation of the public peace, health an safety, it shall take effect from and after its passage and approval.
