The Jonesboro City Council met in a called session, Monday, November 14, 1994, at 6:00 p.m. Those present were Mayor Brodell and all Council members with the exception of Mr. Perrin and Mr. Vance, who were unable to attend. Brian Wadley acted on behalf of the City Clerk, Donna Jackson, who was ill and unable to attend the meeting.

The purpose of the called meeting was to discuss the purchase of approximately 82.6 acres of land to be used as a Class IV landfill. The property is located on the east and west sides of Strawfloor Road, south of Tall Birch Road and is very near the existing landfill. It was pointed out that the existing landfill is just about filled. The proposed site will provide approximately twenty-five (25) years of Class IV landfill use. It was noted that a Class IV landfill does not accept household trash. Extensive engineering studies and tests have been conducted and it appears that PC&E’s criteria for a Class IV landfill have been met.

Mr. Kelton asked if the public would be given an opportunity to voice their opinions or objects to the proposed site. In response to the question, Mayor Brodell stated that PC&E will conduct of series of public meetings on the proposed site and all citizens will be able at that time to make their objections and concerns known.

Mayor Brodell complimented Mabe Spurlock for his work in arranging the deal with the railroad company. Mr. Spurlock spent many hours working out the details with officials of the railroad. All of the testing that has been done was not at the City’s expense.

There was no response from anyone in the audience when Mayor Brodell asked if anyone wished to address the issue.

A motion was made by Mr. Mays, seconded by Mr. Harpole, to appropriate approximately $68,000 for the purchase of the 82.6 acre tract of land from the St. Louis and Southwestern Railroad, which is a division of Southern Pacific Railroad....
