CITY COUNCIL MINUTES - DECEMBER 16, 1991

The Jonesboro City Council met in regular session at 7:30 p.m. Present were the Mayor, City Clerk, City Attorney, and all the Aldermen.

The minutes of December 2, 1991, were approved as mailed on motion of Mr. Strauser seconded by Mr. Hinson. All voted aye.

Mr. Strauser offered the following ordinance for the first reading: (Rez. R -1 to I -1, L. Tibbs Sub)

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES.

Mr. Stricklin moved, seconded by Mr. Shelton to suspend the rules and place on second reading. All voted aye. Mr. Hinson moved, seconded by Mr. Shelton to further suspend the rules and place on the third and final reading. All voted aye. Mr. Hinson moved, seconded by Mr. Stricklin for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2373.

Mr. Shelton offered the following ordinance for first reading: (Rez. R-2 to C-3 College Place Subdivision)

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES.

Discussion followed with questions concerning the closing of Marshall Road. Mr. Shelton moved, seconded by Mr. Bridger to suspend the rules and place on second reading. All voted aye.

The following ordinance was on the third reading:

AN ORDINANCE TO ESTABLISH THE COLONY ROAD IMPROVEMENT DISTRICT.

Mayor Brodell questioned the City Attorney, Pam Honeycutt to find out if sufficient information had been given to the Council regarding assessed property values of individual property owners in this matter. Ms. Honeycutt assured Mayor Brodell that it had. Mayor Brodell included this stipulation to the ordinance: The Improvement District will be responsible for all legal costs which the City of Jonesboro occurs due to improper filing of this Improvement District.
