CITY COUNCIL SPECIAL SESSION - NOVEMBER 4, 1988
The Jonesboro City Council met in special session at 5:00 p.m. All Aldermen were present except the following: Evans, Bridger and Shelton. The City Clerk and City Attorney were absent.
Mayor Brodell stated that the purpose of the meeting was to present to the council an agreement which deals with the City and the Fire Districts concerning the annexation issue. The agreement reads as follows:
1. Purchase of two air packs per station.
2. To recommend the continuation of the present fee schedule for five years from the date of annexation for all new and existing structures within the newly annexed areas.
3. Provide a compensation pool of $10,000 per year for five years to be divided based on a formula devised by the fire chiefs.
4. Give up to $1,500 per fire district to apply to purchase radio equipment to communicate with city radios, provide $8,000 to Philadelphia and $3,000 to Farville, to purchase equipment. The city will assist Valley View in securing a truck.
5. If all rural fire districts will agree to this then the Mayor will call a special meeting of the City Council and request approval of this prior to the election.
6. The City of Jonesboro is reluctant to enter into an agreement to set a moratorium on the annexation of residential areas for a given time period. We feel the City should not tie its hands, and give away the right to negotiate, concerning this matter. At the same time the City recognizes that if the referendum of November 8 places the large area into the City, pressure for further annexations of residential developments should abate considerably for several years in the future. The Mayor will recommend to the City Council no city initiated annexations in the next two (2) years. As a practical matter, the City will not want additional annexations in the near future.
