AN ORDINANCE TO AMEND SECTION 9.2 OF THE STORMWATER DRAINAGE DESIGN MANUAL WITH REGARDS TO NONRESIDENTIAL STRUCTURES IN ZONES AE, AH, AO, AND A

WHEREAS, the City Council adopted a certain Technical Code entitled the Stormwater Drainage Design Manual on December 18, 2008 (ORD-08:099);

WHEREAS, it has been found that there is an error in the Stormwater Drainage Design Manual in reference to floodproofing elevation requirements for nonresidential structures in Zone AE, AH, AO, AND A;

WHEREAS, the Stormwater Management Board recommends to amend Section 9.2 of Stormwater Drainage Design Manual to lower the elevation for floodproofing nonresidential structures in Zones AE, AH, AO, and A from 3 feet above the base flood level to 2 feet above the base flood level.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:

SECTION 1: That Section 9.2 of the Stormwater Drainage Design Manual be amended to the following:

(1)(b)1.b. be floodproofed such that, together with attendant utility and sanitary facilities, be designed so that below (an elevation of 2 feet above) the base flood level the structure is watertight with walls substantially impermeable to the passage of water and with structural components having the capability of resisting hydrostatic and hydrodynamic loads and effects of buoyancy.

(3)(b)1.b. be floodproofed such that the structure, together with attendant utility and sanitary facilities be designed so that below (2 feet or more) above the published BFE in Zone AH, or (2 feet or more) above the base specified flood depth in an AO Zone, the structure is watertight with walls substantially impermeable to the passage of water and with structural components having the capability of resisting hydrostatic and hydrodynamic loads of effects of buoyancy.
