BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
Section 1: All property owners and/or residents, including individuals, firms and companies, within the city limits of the City of Jonesboro, Arkansas, will pay the sum of ONE DOLLAR ($1.00) per month for the months of June, July, August and September of each year Sanitation Tax on each dwelling and business house located in said City. Public property excluded from this ordinance is all church and school property.
 
Section 2: This tax shall be paid to the City of Jonesboro, Arkansas, as follows:
 
(a) Residents - payable monthly on the refuse bill which is billed by the City Water & Light Plant.
(b) Commercial property - payable quarterly on the refuse bill which is billed by the City of Jonesboro.
 
Section 3: Any person, firm or corporation violating any part of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not less than $5.00 and not more than $50.00 each for each dwelling or business house involved.
 
Section 4: A state of emergency is declared to exist, therefore, this ordinance is to take effect upon passage and publication. All ordinances in conflict with this ordinance are hereby repealed.
