CITY COUNCIL MINUTES AUGUST 2, 1982

The Jonesboro City Council met in regular session, Monday, August 2, 1982, at 7:30 P.M. Present: Mayor, City Clerk, City Attorney, Park, Stricklin, Shelton, Hinson, Smith, Hannah, Johnson, Sanderson, Province, Mays and Haggenmacher. Absent: Bridger.

The minutes of July 19, 1982, were approved as mailed on motion by Mr. Stricklin, second by Mr. Shelton, and all council voting aye.

Mayor read the following statement, which had been placed before each council member:

According to AS 19-1014, a mayor of cities of the First Class in Arkansas has the privilege of vetoing acts passed by the City Council, which he may think contrary to the public interest.

Basically, I feel that the unionization of government employees is contrary to public interest. The City Council has also expressed this view in their vote to refuse recognition of the Fire and Police unions.

The vote of Monday, July 19, 1982, to “withhold” union dues violates the intent of non-recognition. Simply stated, how can you say on one hand that you do not recognize an organization and then act as their collection agent?

Therefore, as Mayor of the City of Jonesboro, Arkansas, I hereby veto the Resolution of Council to withhold union dues.

Johnny Rickman spoke to council reading the definitions of union and league and indicated that the terms were similar in nature and function. Rohnny McDaniel also spoke concerning other payroll deductions now being made by the finance department and urged council to bring the resolution before the floor again.

Mr. Haggenmacher moved that the Mayor’s veto be overridden, second by Mr. Hinson. Voting aye: Hinson, Hannah, Johnson, Province and Haggenmacher. Voting nay, Park, Stricklin, Shelton, Smith, Sanderson and Mays. Motion failed.
