AN ORDINANCE TO AMEND ORDINANCE NO.1916 §4, THE NORTHEAST ARKANSAS REGIONAL SOLID WASTE DISPOSAL AUTHORITY ORDINANCE, AND FOR OTHER PURPOSE

WHEREAS, the governments within Craighead County, Arkansas, have heretofore created the Northeast Arkansas Regional Solid Waste Disposal Authority for the cooperative effort of determining plans and operations for the disposal of solid waste within the jurisdictional areas of the Authority; and
 
WHEREAS, the City of Jonesboro is a participating member of such authority and it is in the best interest of the City of Jonesboro that the Authority continue with its' very important work;
 
NOW, THERFORE, be it ordained by the City Council of the City of Jonesboro, Arkansas:
      
1. That Ordinance No.1916 paragraph 4 regarding the number and terms of directors of the above Authority be amended as follows: "The term of each director will be three years. All directors originally appointed may serve consecutive terms and are eligible for reappointment to the said Authority."
2. All other ordinances or parts of ordinances in conflict herewith are hereby specifically repealed as if set out word for word.
3. That due to the need to retain effective continuity of membership and operation critical to the performance of the functions of the Northeast Arkansas Solid Waste Authority, it is determined by the City Council for the City of Jonesboro, Arkansas, that an emergency is hereby declared to exist, and this ordinance being necessary for the preservation of the public peace, health and safety shall be in full force and effect from and after the date of its passage and approval.
