AN ORDINANCE CHANGING ZONING AS TO CERTAIN PROPERTY, DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas.
SECTION 1: The zoning designation for the property located within the limits of this city owned by Larry Churchill and Suzanne Churchill is hereby changed from R-1 to C-4. The property is described as:
A part of the SE 1/4 of the NE 1/4 of Sec. 31, and a part of the SW 1/4 of the NW 1/4 of Sec. 32, T14 N, Range 4 East of the 5th Principal Meridian in Craighead County, Arkansas, more particularly described as follows;
Beg. at the NW corner of Sec. 32. aforesaid, thence S along section line 1,391.70 ft to a stake in the line of an old fence row for a pint of beginning proper, thence S 76 deg. 20' 00" E 277.50 ft. to center of a creek, thence S 35 deg. 26' 00" along center of creek 313.40 ft., thence N 44 deg. 09' 00" W 288 ft., thence N 46 deg. 06' 00" W 166.50 ft., thence N 70 deg. 09' 00" E 88.50 ft. to a stake in the old fence row, thence S 76 deg. 45' 00" E 1448.40 ft. Along the old fence row, thence S 76 deg. 20' 00" E 3.40 ft. to the point of beg. proper, containing 1.82 acres, more or less.
SECTION 2: All ordinances and parts of ordinances in conflict herewith are hereby repealed.
SECTION 3: The zoning of the newly annexed property by referendum has created substantial confusion and concern and concern among the citizenry of this City. An emergency is therefore declared and this ordinance being necessary for the preservation of the public peace, health and safety shall be in full force and effect from and after its passage.
