BE IT ORDIANED by the City Council of the City of Jonesboro, Arkansas:
 
Section 1: From and after passage and adoption of its ordinance, the following streets and parts of streets shall be designated as one way streets during the hours of 7:45 to 8:45 o'clock a.m. and from 3:00 to 4:00 o'clock p.m. on school days during school months, to-wit: Rosemond Street from Greenwood East to Roy Street; Roy Street from Rosemond South to Flowerland; Flowerland from Roy West to Greenwood; and Greenwood from Flowerland North to Rosemond.
 
Section 2: The Chief of Police or some person designated by him is hereby directed to place and locate upon the above described streets at the proper places and during the given time appropriate signs reading "ONE WAY STREET" and it shall be unlawful for any person, firm or corporation to tear down, remove or mutilate such signs.
 
Section 3: All Ordinances and parts of Ordinances in conflict herewith are hereby repealed.
 
Section 4: It is found and declared by the City Council that due to congestion of traffic and dangers in lading and unloading children at such hours at school during school days and school months, there is created and caused a traffic problem and hazard resulting in injuries to persons and property and this Ordinance being necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist and this Ordinance shall take effect from and after its passage and approval.
 
PASSED and ADOPTED this 15th day of September, 1969.
