WHEREAS, over the years the City of Jonesboro as part of its program of economic development for Northeast Arkansas, has supported the Arkansas Highway Commission and;

WHEREAS, the City of Jonesboro recognizes the importance of the efficient transportation of people and goods, which is in the best economic interest of the state as a whole and;

WHEREAS, the City of Jonesboro has studied the situation with regard to proposals to do away with the Arkansas State Highway Commission as it is now constituted and;

WHEREAS, this disillusionment would be brought about by an amendment to the state constitution, which would abort Amendment 42, which is known as the Mack-Blackwell Amendment and;

WHEREAS, among the many reasons the people of Arkansas voted to amend their state constitution with Amendment 42, was in order that special interest groups and others would not be able to use their political will on the expenditure of highway dollars and;

WHEREAS, it has been made public that a special interest group is asking the State Legislature to propose to the people, as one of the three constitutional amendments allowed by each session of the General Assembly, an amendment which would, in the opinion of the committee, put politics back into the equation of how highway funds are distributed and;

WHEREAS, we would not argue with the right of any citizen, or group of citizens, to seek to amend the state constitution, we feel that it is unhealthy to ask the State Legislature to submit an amendment, to replace an amendment, without their showing dire need for such action.

BE IT THEREFORE RESOLVED, the City of Jonesboro, after careful and thoughtful consideration, ask the members of the Northeast Arkansas delegation to the 83rd General Assembly to oppose placing any amendment that would abort Am...
