AN ORDINANCE AMENDING SECTION 23 OF THE ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, TO INCLUDE A PENALTY PROVISION FOR VIOLATION OF SAME, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

WHEREAS, the City Council of the City of Jonesboro, Arkansas has enacted Section 23, numbers 1 thru 10 providing for the regulation of commercial taxicab services, including driver competence, insurance coverage and other factors affecting public safety, and,
WHEREAS, the said section 23 does not presently contain provision for the assessment of penalties for the effective enforcement of the provisions of Section 23,
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas.
Section 1: Any person, firm or corporation violating and provision of this ordinance shall be fined not less than $100 for each offence, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
Section 2: Section 1 of the foregoing shall be incorporated as Section 23-11 of the ordinances of the City of Jonesboro, Arkansas.
Section 3: This ordinance being necessary for the preservation of the public peace, health, comfort, convenience, and safety of the City of Jonesboro, an emergency is declared to exist and this ordinance shall be in full force from the date of its approval.
