AN ORDINANCE TO AMEND THE 2009 ANNUAL BUDGET AND THE CITY PAY PLAN FOR THE CITY OF JONESBORO FOR THE POSITIONS OF CRIME ANALYST AND ADMINISTRATIVE SECRETARY FOR THE POLICE DEPARTMENT

WHEREAS, the City of Jonesboro has been awarded grant funds from the Department of Justice - Office of Justice Programs in the amount of $281,390 and desires to accept it; and
WHEREAS, this grant award fully supports the personnel and operational costs for a period of three (3) years; and
WHEREAS, an appropriation of $80,000 is necessary to carry out objectives of this grant award for the reminder of the year; and
WHEREAS, it is recommended by the Public Safety Committee, to efficiently analyze and manage crime information and intelligence that the positions of Crime Analyst and Administrative Secretary be added;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:
SECTION 1: The annual 2009 budget of the City of Jonesboro is amended by the addition of one Crime Analyst, Grade 15, step 1 starting at the amount of $31,695.29 up to mid-range of said grade and one Administrative Secretary, Grade 10, step 1 starting at the amount of $24,760.32.
SECTION 2: The City Pay Plan is amended to include the positions of Crime Analyst and Administrative Secretary in the police department.
SECTION 3: The cost of the positions will be covered in full for a period of three years by the 2009 Justice Assistance Grant.
SECTION 4: $80,000 is appropriated for the 2009 Justice Assistance Grant-Recovery for personnel and operational costs for the remainder of this fiscal year.
SECTION 5: The Mayor and City Clerk are hereby authorized to execute such documents as are necessary to accept this award.
SECTION 6: This ordinance being necessary to provide more effective and efficient service to the City of Jonesboro, an emergency is declared to exist and this ordinance shall take effect from and after its passage and approval.
