AN ORDINANCE TO DELETE ORDINANCE NO. 1838 WHICH IS IN DIRECT CONFLICT WITH LATTER ORDINANCE NO. 2343 WHICH REQUIRES A TWELVE DOLLAR ANNUAL FEE FOR MOSQUITO AND BLACK BIRD CONTROL

WHEREAS, it has been brought to the attention of the City Council, City of Jonesboro, that Ordinance No. 1838 passed and adopted in June, 1983 requires $5 per year for Mosquito and Black Bird Control, Ordinance No.  2343 passed on May 6, 1991, requires $1 per month or $12 annual fee. These ordinances are in direct conflict and therefore, this ordinance is passed to eliminate and rescind Ordinance No. 1838.
 
NOW THEREFORE, BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
SECTION 1: That Ordinance No. 1838 is hereby rescinded and nullified in its entirety. That Ordinance No. 2343 as shall be reflected in Municipal Code Sections 5.12.01 and 5.12.02 shall remain in full force and effect.
 
SECTION 2: Due to the direct conflict created by these two existing ordinance, an emergency is hereby declared to exist and this ordinance being necessary for the preservation of the public peace, health and safety, shall take effect from and after its passage and approval.
