AN ORDINANCE FOR THE CITY OF JONESBORO TO AMEND THE BUDGET AND APPROPRIATE FUNDS FOR REPAYMENT OF FEMA GRANT FUNDING

WHEREAS, the City Council of the City of Jonesboro, Arkansas, has previously established the 2008 city budget through Ordinance No. 08:008; and

 

WHEREAS, in Resolution 2004:70 the City of Jonesboro accepted grant funding through a Cooperative Technical Partnership (CTP) Agreement from FEMA in the amount of $200,000 for the revision of FIRM maps within the City of Jonesboro; and

 

WHEREAS, on November 6, 2006 authorization was provided to the Mayor Doug Formon to terminate the CTP contract with FEMA (R-EN-134-2007); and

 

WHEREAS, this contract was cancelled and FEMA has requested the return of the $200,000 in grant funding that has been paid to the City of Jonesboro; and

 

WHEREAS, there is no appropriation for the return of grant funds to FEMA.

 

NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS, THAT:

 

 SECTION I:  $200,000 is appropriated for the repayment of grant funds to FEMA.

 

SECTION II:  The 2008 annual budget for the City of Jonesboro is amended to reflect said appropriation of money to come from the unpledged fund balance of the Capital Improvement Fund (07-100-0241-00) to CTP Project (07-100-0255-00).

 

SECTION III:  It is necessary that the finances of the City of Jonesboro, Arkansas be efficiently administered and accounted for and whereas this ordinance is necessary for the proper establishment of the transfer of appropriations for the repayment of requested funds to FEMA, an emergency is hereby declared to exist and this ordinance shall be in full force and effect from and after it passage and approval.
