The City Council met in regular session at City Hall, Monday night, September 21, 1959, at 7:30 p.m. There were present: Mayor, City Atty., City Clerk and the following named Councilmen: Keister, Snow, Field, Williams, Griffin, Brickell, Rogers, Smith, Heern, Copeland, Parks and Ebbert.

Mr. Parks made the motion, seconded by Mr. Rogers, that Larry Williams stay on as manager of the Colored Community Center until the 1st of the year at the Mayor’s recommendation. Roll was called. All aye. Motion carried.

Mr. Copeland offered the following Resolution:

RESOLUTION TO VACATE AND ABANDON HALTOM STREET LOCATED BETWEEN RICHMOND AVENUE AND STEELE AVENUE TO THE CITY OF JONESBORO, ARKANSAS.

Mr. Rogers made the motion, seconded by Mr. Parks, that the Resolution be adopted. Roll was called. All aye. Motion carried. The resolution was given the number 1959:22.

The City Attorney read the following Ordinance and it was placed on the first reading:

AN ORDINANCE ANNEXING A PART OF THE SOUTHWEST QUARTER OF THE NORTHEAST QUARTER OF SECTION 20, TOWNSHIP 14 NORTH, RANGE 4 EAST TO THE CITY OF JONESBORO, ARKANSAS.

Mr. Keister made the motion, seconded by Mr. Heern, that the rule be suspended and the Ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Field made the motion, seconded by Mr. Williams, that the rule be suspended and the Ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Heern made the motion, seconded by Mr. Rogers, that the Ordinance be adopted. Roll was called. All aye. Motion carried. The ordinance was given the number 992.

Mr. Keister gave a report of the committee that had been appointed to study the Occupation Tax. They recommended that the tax on inventory be a straight .3% of 1%. Mr. Parks made the motion, seconded by Mr. Rogers, that the committee’s report be published in the paper. Roll was called. All a...
