SPECIAL CITY COUNCIL MINUTES - August 3, 2006
3:00 P.M.

The Jonesboro City Council met Thursday, August 3, 2006, at 3:00 p.m. of a special called meeting for consideration of drainage contracts. Members present were: Mayor Doug Formon, City Clerk Donna Jackson, and eight council members. Those members were: Farmer, Hargis, Perrin, Street, Johnson, Dover, Furr, and McCall. City Attorney Crego and Council members Province, Moore, Williams and Ashley were unable to attend.

A resolution authorizing the Mayor and City Clerk to execute contract agreements with various engineers under “Professional Services” for three drainage projects was reviewed by the Jonesboro City Council. Councilman Farmer moved, seconded by Councilman Dover to amend the resolution changing the name of the second project to Sharp Street Drainage Basin, and adding the following to Section 2 of the resolution: “. . . or city drainage projects line item”. Councilman Farmer explained the AHTD funds are for planning and the Capital Improvement funds are for drainage projects. Councilman Perrin questioned the cost of the Sharp Street Drainage Basin (Project 2). Mr. Cameron explained the construction cost follows State guidelines of 8% but this contract was for engineering design only and later would be ready to go to bid for the construction phase. Councilman Farmer explained all of downtown Jonesboro, from Main Street to Flint Street (approximately 110 acres) drains to one 48 inch pipe located under Hummelstiens, and is the reason for flooding at Greggs Funeral Home, #2 Fire Station, Monroe Street, and Main Street. Referring to Flemon Road, Mr. Teddy Hooton reported the State Highway Department plans begin replacing the pipe (22 inch metal culverts) on the Highway 226 spur, north of Flemon Road on Monday morning. He explained the city’s efforts would be useless without the work being done by the State on Flemon Road. ...
